after listening to the senate and house debates on iraq, here's my current position. congress should authorize the president to take military action as part of a multilateral un sanctioned attack. presumably this would be after an attempt was made to reinstate the wepons inspection programs. if husein impeeds inspections and the un can't find the votes to authorize an attack, george should come back to congress and seek futher authorization. congress should, at that point, promptly tell george to fuck off.
